PENGASSAN is the acronym for Petroleum and Natural Gas Senior Staff Association of Nigeria. As a foremost union in the most important sector in the country’s economy, accounting for more than 90% of the country’s exports and 80% of the Federal Government’s revenue, we shoulder a huge responsibility in national development. 

We are currently affiliated to the Trade Union Congress of Nigeria (TUCN) and Industri-All Global Union. The Industri-All Global Union is located in Geneva, Switzerland.

We are dedicated to the promotion of labour and industrial relations activities that will improve the welfare (Rights, terms and conditions of our employment)and promote solidarity, peace, equity, and justice among ourselves and other Nigerians
The Association aims to achieve the following:

● To accomplish the overall unionisation of all Senior to Middle level Management Employees, whether temporary or permanent, in each Company/Organization in the Petroleum, Natural Gas, Petrochemicals and allied Industries as members of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN).

● To enter into, regulate and maintain all forms of labour and industrial relations activities between the various Managements of the Petroleum, Natural Gas, Petrochemicals and Allied Companies all over Nigeria and their Senior to Middle level Management Employees on the one part and between two or more individual members or Branches of the Association on the other part.

● To safeguard and improve the rights, terms and conditions of employment of its members through labour and industrial relations processes and activities.

● To ensure that each Company’s or Organization’s Management provide the necessary occupational Health, safety, environmental, social safety, and other welfare benefits which includes but not limited to Accident, disability, sickness, maternity, lost tools, authorisation /payment for acquired tools where such tools are conditional to work performance, holiday, superannuation schemes, educational, amongst others benefits for members in themselves and for their families.

● To enter into such collective investments that will improve the welfare of the Association and its members.

● To promote the economic, social and educational welfare of the members in any lawful manner which the National Delegates’ Conference /Special Delegates’ Conference or the National Executive Council may from time to time deem expedient.

● To inspire high standards of discipline, workmanship and professionalism at all times.

● To encourage thrift and other savings schemes amongst members and adopt measures
for promoting such savings schemes.

● To render and to receive assistance and donations from other Trade Unions, Organizations and Institutions that support the growth and development of Trade Unionism.

● To engage the Managements of Companies/Organizations and/or any level of Government on matters affecting the industry, labour relations, members and /or any other Staff or Group of Staff in the Petroleum, Natural Gas, Petrochemical, and allied Industries.

● To advocate, canvass, promote and support policy and legislative processes and implementation with a view to establishing and protecting the rights and privileges of labour as well as for the introduction of benefits, welfare and social security measures.

● To engage in activities that promote the wider interests of workers and to affiliate/amalgamate with other Trade Unions and Organizations that will assist the Association to achieve its objectives.

● To ensure effective participation and representation in policy formulation, legislation and decision processes of institutions, Petrochemical, Allied boards, agencies and parastals in the petroleum industry.

CENTRAL WORKING COMMITTEE (CWC) 

The highest organ of the Association is the National Delegates’ Conference (NDC). The NDC is made up of National Officers and delegates from all our Branches.  Next to the NDC is the National Executive Council (NEC) made up of National Officers, General Secretary, Deputy General Secretaries and Branch Chairmen of all the Branches. Finally, the Central Working Committee (CWC) made up of National Officers, the General Secretary and the two Deputy General Secretaries. The Central Working Committee is vested with the responsibility of the day to day running of the Association.

Comrade Festus Osifo is a holder of a First-Class degree in Mechanical and Manufacturing Engineering from University of Portsmouth UK. Prior to that, he attended Iyobosa Primary School and his secondary school education was at Immaculate Conception College (ICC) both in Benin City, Edo State. His brilliancy manifested as he emerged as the overall best graduating student (valedictorian) 2003/2004 session from the Petroleum Training Institute (PTI), Effurun where he obtained HND in Mechanical Engineering with distinction. He is also a distinguished alumnus of the prestigious Herriot Watt University in Edinburgh, United Kingdom where he obtained a Masters’ of Science degree in (M.Sc.) Petroleum Engineering.

The new PENGASSAN President is currently an Executive MBA student at Lagos Business School of Pan Atlantic University, Lagos, where he is further developing himself in leadership and strategic management.

Comrade Osifo has attended numerous courses, seminars and conferences on Leadership, Industrial Relations, and Strategic Management in Nigeria and abroad among which are Advance Negotiation Strategies: Mastering the Art and Science of Negotiation: Harvard University, USA; Modern Trend in Conflict Resolution and Management; Washington DC, USA; Industrial Relations and Conflict Resolution; and Emerging Leader’s Forum; Washington DC, USA.

Comrade Osifo, is a member of the Nigeria Society of Engineers (NSE), Society of Petroleum Engineers (SPE) in Nigeria and a Non-Executive Director at Heiwa Africa, an NGO that works in settling the internally displaced persons in Middle Belt and North Eastern part of Nigeria.

As a great lover of education, Festus founded “Save Our Children Education Initiative” (SOCEI), a nongovernmental organization that provides free and qualitative learning to primary and secondary students with special focus on school dropouts.

Festus currently represents Total E&P; Branch of PENGASSAN as a director on the board of Total E&P; Closed Pension Fund Administrator (CPFA). The new PENGASSAN President hobbies include football, Lawn Tennis, and unfathomable engineering intelligent activities.

Comrade Victor Enoette Ononokpono is a thoroughbred professional, one with an analytical mind capable of handling both policy and operational issues. He has a knack for excellence and organisational planning. He holds several certificates and fellowships on industrial relations practice from reputable institutions. A one-time Branch Secretary and Branch Chairman of PPPRA Branch whose industrial relations approach is centred on intellectual-cum-issue-based engagement in problem solving.

He is a trained Media practitioner with over 18 years’ experience. He possesses a master degree in Media & Communication Arts and currently a doctoral student at the University of Liverpool, United Kingdom. He is a member of the prestigious Nigeria Institute of Public Relations (NIPR). He emerged the National Treasurer of PENGASSAN at the National Delegates Conference in June 2017.

Comrade Ngozi Chiwendu, is the Chairperson, Women-in-PENGASSAN (WIP). The mother of six children (3boys and 3girls), whose passion and love is on children and making people happy was born in Aba, Abia State on October 26th.

She started her early education at Obiora Road Primary school Aba and later proceeded to Ovom Girls High school Aba for her secondary school certificate. Not done with education, her quest for higher academic knowledge took her to venture into area of study thought to be an exclusive preserve for the male folks at the Enugu State University where she obtained her first degree in Engineering and later a Master’s degree in Business Administration (MBA) from the University of Calabar (UNICAL).

Comrade Chiwendu’s ventures into active trade unionism started with her first work experience with Mobil Producing Nigeria Unlimited where she spent 10 years. She is presently an employee of Tecon oil which she joined in 2010. A devoted Christian and wife, her pet project during her three years tenure as Chairperson will be visiting the poor and improving the lots of the women and family.

Comrade (Dr) Kamal Mustapha, earned a Bachelor of Science Degree in Management Studies and a Master of Science Degree in Economics. He went ahead to cap these with a Doctoral degree in
Procurement Control. Throughout his academic pursuit, he was guided by the principles of hard work, commitment and loyalty, and this paid off as he emerged as the overall best student on many occasions.​
His work experience spans over 17 years, and it cuts across teaching/ lecturing, banking and oil and gas.
He worked at both NGC (Warri) and NNPC Corporate Planning & Development Division (together with our beloved late President FOJ). He is currently a staff of NPDC.​ He has served the Association in different elective capacities. At the Branch level, he was once the
Assistant Secretary, before he was re-elected to become the Vice Chairman and subsequently, the
Branch Chairman. At the NNPC Group level (GEC), he served meritoriously as the Group Auditor. These were in addition to his membership of NEC and ZEC. Accounts of his stewardship during these periods will be shared in subsequent write-ups.​
Com. Kamal also belongs to a number of professional associations. He is a Fellow of the Institute of Chartered Accountants of Nigeria (I.C.A.N.), the highest professional status of the institute. He is also a Fellow of the Chartered Institute of Taxation of Nigeria (C.I.T.N), an institute he was inducted into over 10 years ago. These are amongst other notable professional bodies that he belongs to.
Com. (Dr.) Kamal is a Yoruba man from Ilorin, Kwara State and he is happily married with great kids.

Comrade Innocent Ugwunta is an astute and charismatic union leader with over 12 years experience in trade unionism. A graduate of Medical Laboratory Science from University of Nigeria. He also posses a PGD in Medical Science from Rivers State University of Science and Technology and is an Associate member of Association of Medical Laboratory Council of Nigeria. 

Comrade Innocent has held positions as Branch Public Relations Officer, two term Branch Chairman and Chairman, Services Sectors Forum of PENGASSAN. He was also a member of the Investment and Infrastructure Committee of PENGASSAN. 

“The Sheikh” as he is fondly called is an audacious skillful negotiator, a good manager of men and resources and a team player, who has used his wealth of experience to help in bringing stability to the association.

Comrade Charles Ogbowu

Comrade Charles Ogbowu was born to the family of Mr and Mrs. Moses, Beatrice Ogbowu in Omoku, in Ogba Egbema Ndoni Local Government Area of Rivers State.

He started his primary Education at St Stephen’s Primary school Omoku, where he obtained the First School Leaving Certificate.

He was admitted into Sancta Maria High School Omoku for his secondary education and he passed out in 1990, obtaining the West African School Certificate. 

He gained admission to study Electrical/Electronics Engineering in Rivers State Polytechnic Bori, and he was awarded the National Diploma Certificate and was found worthy in both character and Learning. 

After his one year Industrial Training he was admitted to Akanu Ibiam Federal Polytechnic Unwana in Afikpo, Ebonyi State, where he graduated with  the Higher National Diploma in Electronics/Telecommunications Engineering in good grade.

He served for his National Youth Service Corp in Anambra State. His Place of Primary Assignment was at Amaenyi Girls Secondary School, Awka, where he taught Physics. He captained the state to the NYSC Director’s cup as a footballer. 

He was employed by NEGRIS Ltd as an Instrument Technician in 1999 immediately after Youth Service as Contract Staff to the Maintenance Department of the Nigerian Agip Oil Company in Obiafu Obrikom Gas Plant.

He was converted to a regular staff of NAOC in 2012 after 13 years as a contract staff.

Currently, Comrade Charles Ogbowu is the Instrument Supervisor in the Maintenance Department. 

His Union journey started in 2001, when the CONTRACT Staff Association was inaugurated in NAOC. As a pioneer member he served as the Ob/Ob Chapter secretary and later Chapter chairman. In 2004, He became the Branch Secretary and in 2011 he was elected the Branch Chairman, a position he held until his conversion in 2012.

He contested the Port Harcourt Zonal Industrial Relations Officer Position in 2014 and won and was re-elected in 2017 for the second tenure and served to completion in 2020.

He is a member of the IndustriALL an affiliate of the European Workers Council and the Global Workers Union. He has attended many Industrial Relations Trainings, Seminars and conferences within and outside Nigeria. 

He is currently the National Auditor 1 of PENGASSAN, a position he won in the just concluded National Delegates Conference in Abuja. 

He has a certificate in Accounting from CIEL CONSULTING for non Accountants.

He is a Practical Christian with the fear of God, Humble, Transparent and dedicated to his duty. He has Integrity and is committed in whatever he believes in. 

Comrade Charles Ogbowu is a footballer, the current captain of the Nigerian Agip Oil Company Football Team. His hobbies are Travelling,  Athletics, Reading etc. A Team Player and effective in communication.

Comrade Ngozi Okagbue is an analytical and result-oriented professional with over 15 years post-call cross functional experience in Alternative Dispute Resolution Mechanisms, Human Rights and Fraud Prevention. She has in various capacities proven to be an energetic and reliable leader willing to take up new responsibilities. 

Prior to her appointment as the Deputy General Secretary (Industrial Relations) in PENGASSAN, Ngozi Okagbue worked in the United States Mission in Nigeria as a Fraud Prevention Specialist and as a legal officer in the National Human Rights where she used various Alternative Dispute Mechanisms to settle human rights violations.

Ngozi brings in a lot of diligence and great work ethics which is required to reposition the Association and make it the most formidable Trade Union in the country.

Comrade Ben Nwangwu is a certified Human Resource Professional (SPHRi, ACIPM) with over 11 years of progressive experience as a Generalist in both union and non-union organizations. He is result-driven, change management agent and very strategic. 

He has successfully pioneered various initiatives in  FMCG, Manufacturing and Fintech industries geared towards process improvement in areas such as performance management, training and development, succession planning, strategic planning and organizational goal alignment, staff engagement and retention strategy, mentoring program, recruitment and onboarding process, industrial relations, process automation, policy development and implementation amongst others.

Ben comes with a proven track record of process improvement and exceptional work ethics which comes in handy towards making the Association the best in Nigeria and beyond.
