PENGASSAN is the acronym for Petroleum and Natural Gas Senior Staff Association of Nigeria. As a foremost union in the most important sector in the country’s economy, accounting for more than 90% of the country’s exports and 80% of the Federal Government’s revenue, we shoulder a huge responsibility in national development. 

We are currently affiliated to the Trade Union Congress of Nigeria (TUCN) and Industri-All Global Union. The Industri-All Global Union is located in Geneva, Switzerland.

We are dedicated to the promotion of labour and industrial relations activities that will improve the welfare (Rights, terms and conditions of our employment)and promote solidarity, peace, equity, and justice among ourselves and other Nigerians
The Association aims to achieve the following:

● To accomplish the overall unionisation of all Senior to Middle level Management Employees, whether temporary or permanent, in each Company/Organization in the Petroleum, Natural Gas, Petrochemicals and allied Industries as members of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN).

● To enter into, regulate and maintain all forms of labour and industrial relations activities between the various Managements of the Petroleum, Natural Gas, Petrochemicals and Allied Companies all over Nigeria and their Senior to Middle level Management Employees on the one part and between two or more individual members or Branches of the Association on the other part.

● To safeguard and improve the rights, terms and conditions of employment of its members through labour and industrial relations processes and activities.

● To ensure that each Company’s or Organization’s Management provide the necessary occupational Health, safety, environmental, social safety, and other welfare benefits which includes but not limited to Accident, disability, sickness, maternity, lost tools, authorisation /payment for acquired tools where such tools are conditional to work performance, holiday, superannuation schemes, educational, amongst others benefits for members in themselves and for their families.

● To enter into such collective investments that will improve the welfare of the Association and its members.

● To promote the economic, social and educational welfare of the members in any lawful manner which the National Delegates’ Conference /Special Delegates’ Conference or the National Executive Council may from time to time deem expedient.

● To inspire high standards of discipline, workmanship and professionalism at all times.

● To encourage thrift and other savings schemes amongst members and adopt measures
for promoting such savings schemes.

● To render and to receive assistance and donations from other Trade Unions, Organizations and Institutions that support the growth and development of Trade Unionism.

● To engage the Managements of Companies/Organizations and/or any level of Government on matters affecting the industry, labour relations, members and /or any other Staff or Group of Staff in the Petroleum, Natural Gas, Petrochemical, and allied Industries.

● To advocate, canvass, promote and support policy and legislative processes and implementation with a view to establishing and protecting the rights and privileges of labour as well as for the introduction of benefits, welfare and social security measures.

● To engage in activities that promote the wider interests of workers and to affiliate/amalgamate with other Trade Unions and Organizations that will assist the Association to achieve its objectives.

● To ensure effective participation and representation in policy formulation, legislation and decision processes of institutions, Petrochemical, Allied boards, agencies and parastals in the petroleum industry.

CENTRAL WORKING COMMITTEE (CWC) 

The highest organ of the Association is the National Delegates’ Conference (NDC). The NDC is made up of National Officers and delegates from all our Branches.  Next to the NDC is the National Executive Council (NEC) made up of National Officers, General Secretary, Deputy General Secretaries and Branch Chairmen of all the Branches. Finally, the Central Working Committee (CWC) made up of National Officers, the General Secretary and the two Deputy General Secretaries. The Central Working Committee is vested with the responsibility of the day to day running of the Association.

National Delegates’ Conference (NDC) / Special National Delegates’ Conference (SNDC) – The supreme authority of the Association shall be vested in the National Delegates’ Conference (NDC)/ Special National Delegates’ Conference (SNDC).

National Executive Council (NEC) – The Government of the Association and the conduct of its business in the Period between Triennial National Delegates’ Conferences shall be vested in the National Executive Council (NEC).

Central Working Committee (CWC) – The CWC shall ensure an effective and efficient administration of the Association. The CWC shall originate and recommend policy matters to the National Executive Council and National Delegates’ Conference. It shall implement the decisions of the National Executive Council and National Delegates’ Conference.

Zonal Executive Council (ZEC) – The administration of the Zone and the conduct of its business on behalf of the National Secretariat in the period between Triennial Zonal Delegates’ Conferences shall be vested in Zonal Executive Council (ZEC).

Zonal Executive Committee (ZECOM) – The ZECOM coordinates the activities of the
Association in the area covered by the zone.

Branch Executive Council (BEC) – It shall be the business of the Branch Executive Committee (BECOM)/Branch Executive Council (BEC) to see to the proper organization of the Branch at the grassroots, to represent the Branch in appropriate cases and to follow the directives of the higher organs of the Association in the conduct of its affairs for the good of the Association.

Branch Executive Committee (BECOM) – It shall be the BECOM/BEC to manage the affairs of the Association at the Branch, to represent the Branch in appropriate cases and to follow the directives of the higher organs of the Association in the conduct of its affairs for the good of the Association.

Chapter Executive Committee (CEC) – The Chapter Executive Committee carries out the directives of the Branch and other higher organs of the Association in the conduct of its affairs.

Unit Executive Committee (UEC) – Unit Executive Committee (UEC) – The function of the Unit Executive Committee is to oversee the affairs of such unit.

Comrade Ndukaku Ohaeri

Engr. Michael N. Ohaeri is an energetic and performance-driven leader reputed for his overtly process-ingrained personality with zero tolerance for short cuts and all forms of subversion. He is a motivated professional and certified Engineer, with over 20 years’ experience in the oil and gas industry.

An experienced Central Working Committee (CWC) and National Executive Council (NEC) member of PENGASSAN, Comrade Engr. Ohaeri has served in many ad-hoc and special Committees of the Association including the highly revered Ethics and Grievance Disciplinary Committee (EGDC) of PENGASSAN.

His leadership style makes him a rallying point at both the Union and place of work, a balancing factor that provides a convergence between productivity and performance not just in PENGASSAN, but also in Nigeria’s oil and gas industry.

He brought far reaching reforms to the practice of Industrial Relations during his time as the National Industrial Relations Officer from June 2014 – August 2019. He is reputed to have the ability to maintain the delicate balance between Union Members expectations and the goals of Employers and/or Government.

A one-time Branch Secretary and Branch Chairman of PPPRA Branch whose industrial relations approach is centred on intellectual-cum-issue-based engagement in problem solving.

He is a trained Media practitioner with over 18 years’ experience. He possesses a master degree in Media & Communication Arts and currently a doctoral student at the University of Liverpool, United Kingdom. He is a member of the prestigious Nigeria Institute of Public Relations (NIPR). He emerged the National Treasurer of PENGASSAN at the National Delegates Conference in June 2017.

Comrade Ngozi Okagbue

Comrade Ngozi Okagbue is an analytical and result-oriented professional with over 15 years post-call cross functional experience in Alternative Dispute Resolution Mechanisms, Human Rights and Fraud Prevention. She has in various capacities proven to be an energetic and reliable leader willing to take up new responsibilities. 

Prior to her appointment as the Deputy General Secretary (Industrial Relations) in PENGASSAN, Ngozi Okagbue worked in the United States Mission in Nigeria as a Fraud Prevention Specialist and as a legal officer in the National Human Rights where she used various Alternative Dispute Mechanisms to settle human rights violations.

Ngozi brings in a lot of diligence and great work ethics which is required to reposition the Association and make it the most formidable Trade Union in the country.
